I have tried inserting an itinerary file for users to download, however it is only showing as text, I have tested the same shortcode with other pages and it is working fine.
The URL is http://www.marinediscoveryholidays.com/itinerary/gold-coast-discovery/
The download shortcode is under the ‘Highlights’ tab
I am planning to switch to the Travel Log theme together with tour WP utilities once my few queries are ironed out so I can start porting my site data over. I look forward to your assistance

When we tested the shortcode by placing it on every tab then it is working absolutely fine as you can see in the below given gif record:
So please make sure you have added the proper shortcode in the editor in “Text” mode.
And yes you can definitely use the Travel log theme along with the plugin as it will provide the best layout and support the Wp travel Plguin.
Also, WP Travel Utilities will definitely enhance your travel site as it consists of lots of important features that has not addressed by the free WP Travel plugin.

I have tried your solution but still the download button does not show, I have also tried to insert a form but unsuccessful as well. Could it be because of the code below?
Previously you guys have helped provide me with this 2 codes to add into additional CSS so that the trip page only shows the Location and not other information:
.wp-travel-trip-meta-info ul li:not(.no-border) {
display: none;
}and also
.wp-travel-feature-slide-content.featured-detail-section .trip-short-desc, .wp-travel-feature-slide-content.featured-detail-section .wp-travel-trip-code {
display: none;
}Did these codes ‘break’ the download button?

We would like to apologize for the trouble.
For your information, the CSS that we have provided has nothing to do with the shortcode i.e it does not produce any effect elsewhere.
Also, when we tested the shortcode from the plugin that you have used it is working absolutely fine as you can see in the screen record below:
So make sure you have the latest version of the WordPress which is 1.5.1 .
If this does not solve the issue kindly let us know.
